Video Relay Service (VRS)

REMEMBER TO REGISTER FOR A NEW TEN DIGIT NUMBER BY OR BEFORE THURSDAY, NOVEMBER 12, 2009.
IF YOU DO NOT REGISTER YOU WILL NOT BE ABLE TO USE ANY INTERNET-BASED RELAY SERVICES. HOWEVER, YOU CAN STILL USE INTERNET-BASED RELAY TO PROCESS EMERGENCY “911” CALLS.
DURING AN INCIDENT ALL NON-REGISTERED CONSUMERS MUST PROVIDE YOUR NAME, ADDRESS AND PROVIDE A DESCRIPTION OF THE INCIDENT TO THE EMERGENCY "911" DISPATCHER.

This feature is for people who can speak clearly, yet have hearing loss significant enough to keep them from understanding what is being said over a standard telephone. Using a videophone that also has a video interpreter to help convey the conversation, the VRS VCO user speaks directly to the person they are calling and the video interpreter conveys the conversation back to you in sign language. In response, the words of the person being called are signed by the Video Interpreter (VI), and the VRS VCO user reads the conversation visually. No typing is necessary by the VRS VCO user is required. Newer videophones can engage into text if something is not fully understood by the video interpreter.
VRS VCO is initated  by contacting your video relay service provider, you inform the VI that your call is a VRS VCO call. The next step is to provide your VI the call back phone number (two-line VCO), make sure you have the call back phone handy. Some videophones do not require a call back (one-line VCO), in this case you do not need a second phone."

Contact an Outreach Provider nearest you or call 1-800-552-7917 (voice/TTY) or email: Frontdsk@vddhh.virginia.gov, to schedule for hands on training. All calls are free and staff members will be available to assist you. While walk-ins are welcome, we recommend calling ahead to schedule. Children must be accompanied by a parent.

10 Digit Phone Numbers for Internet & VRS Users!
Effective, December 31, 2008; the Federal Communications Commission (FCC) will have a ten-digit phone numbering system in place for all Internet Relay & VRS users.

With ten-digit dialing, VRS users will be able to:

  • Make an emergency call via Internet & VRS. Register your physical address and you will be assigned a 10 digit number. Your location information will automatically route you to the nearest emergency 911 center. If you do not register your physical address, your 911 center will not be able to respond to emergency calls you place from Internet Relay/VRS users. It is the users responsibility to update their physical address each time they move or travel to within the United States.
  • Select your relay provider and keep the same telephone number for as long as you use your 10 digit number, if you do not use your 10 digit number within 90 days, you will lose your number and can reassign a new number by registering again.
  • Receive calls directly from hearing relay users.
